Drive from API or RSS

Looking for the ability to run a small SEOAP job automatically every time an event occurs like a new post on my blog or new video in my channel. This would be like an expanded version of IFTTT. Ideally, some randomization would be built in, so that each account chosen had a random n% chance (that I specify) of being active for any particular event.

The simplest approach is probably to pull the events off an RSS feed, and would be utilizable by non-programmers. However, an API or CLI would also be great and might give greater flexibility. Either would work for me.

I mentioned this on Facebook, and there was some suggestion of hacking the database, but I don't really want to get into that.
